Here is the updated text of the Protect College Sports Act courtesy of Yahoo’s Ross Dellenger. (link); Dellenger also notes that ahead of the vote, lawmakers revised the legislation's conference expansion provision to reduce the independent probationary period for power conference transfers from five years to three years, while maintaining a 19-school cap per league. The bill elevates annual athlete revenue-sharing payments to $48M per school, caps agent fees at 5%, and provides the NCAA and College Sports Commission legal protections to enforce a one-time transfer limit and five-year eligibility window. Although House Speaker Mike Johnson (R-LA) suggested the lower chamber may defer consideration until after midterm elections, supporters including President Donald Trump and Sen. Ted Cruz (R-TX) are urging an October vote. Co-author Sen. Eric Schmitt (R-MO) framed the bill as a crucial mechanism to halt conference instability: "All we can do is try to put good policy in. All this stuff will settle down and that's kind of the point." (link)

➤ The threat of sport discontinuation without federal intervention: "What happens if that business model is totally disrupted and that you're losing money or all of your money is going to football? Well, the natural consequence will be that you're just going to start eliminating some of the other programs and they'll still have to comply with Title IX. ... Eventually you're going to end up with hundreds of thousands of scholarships that just don't exist anymore."
➤ On the financial upside of media rights pooling for college football: "You look at college football being the number two sport. It's incredibly undervalued right now. … Like the NBA has half the audience of college football but twice the revenue. They're at $8B. College football's $4B. If you pooled the media rights, that number grows, I mean, you could be a $10B [or] $12B maybe."
➤ The necessity of regulating predatory NIL representation: "There are some that are charging 20, 30, 40%. ... I heard of an example this past weekend where a so-called agent took not only that kind of percentage but then a percentage of all future earnings regardless if they went pro or not like if they worked at Edward Jones." Front Office Sports’ Amanda Christovich also reports that “despite a change to the expansion provision finalized this afternoon, both Florida senators (Rick Scott and Ashley Moody, both GOP) may still continue voting no on the Protect College Sports Act because of pressure coming specifically from the Miami [FL] camp. … The new provision requires power conference schools to be independent for three years if they switch conferences, down from five. Whole provision sunsets after six years. One Miami rep wants provision to sunset after two years, source says.” (link)
ESPN retained 2.13M viewers during Sen. Ted Cruz's 10-minute segment advocating for the Protect College Sports Act on College GameDay, dwarfing the 333K viewers for the Tuesday SportsCenter slot offered to the NAACP for a rebuttal, according to Puck's John Ourand. The broadcast drew scrutiny over network impartiality, though media insiders suggest ESPN and Fox Sports simply support the legislative priorities of conference partners like the SEC and Big Ten. Ourand notes that “ESPN and Fox were wary of the bill at the start, particularly around its antitrust language. They lobbied heavily to keep a provision that would have created a mandatory NFL-type media model wherein TV rights would be pooled and sold as one. The medicacos also wanted to make sure the language didn’t end up affecting how professional leagues, like the NFL, interpret the Sports Broadcasting Act, which ensures the NFL prioritizes broadcast TV. Finally, media companies wanted to make sure that Cruz’s bill did not invalidate any current rights deals. Once those provisions had been kept out of the bill, ESPN and Fox essentially put their own concerns on the back burner.” (link)
UCLA AD Tim Harris has fielded jersey-patch sponsorship proposals worth up to $20M per year, according to the California Post’s Ben Bolch. Harris explains: “We could get a patch deal today. We want the right patch deal, right? That’s important. It’s finding the right partner who wants to go on a journey with you, who believes in what you’re trying to do.” On the overall approach to ticket pricing and program positioning, Harris explains: "Can I sit on the 50-yard line, 20 rows back, for $25? No, because if we do that, then we're not acting like a big-time football team because big-time football teams don't charge $25 for seats on the 50. We want to act like a big-time football team, so what that means is we're going to offer optionality and then you just choose what fits your budget or need. … For UCLA football to be a big-time football program, we need everybody. So we need to show the Bruin community that we have a plan, that we’re building on a plan that shows them, ‘OK, I understand the direction they’re headed.’” (link)

➤ On institutional financial support for athletics: "The universities now are pouring significant millions of dollars into the athletic programs just to be able to pay the bills. We're not talking smaller programs. We're talking programs across the country at all sizes, even with big budgets. ... We've been fortunate so far, we haven't had to ask our university since I've been here, this might be the first year that we will get some university support. … President [Richard] Linton feels it's important again to invest and help us through this process. The dollar amounts are going to help. It's $4.3M that we're expecting this year."
➤ Restructuring internal operations to manage NIL and salary caps: "We actually now have general managers within our football program and our two basketball programs. In baseball, we have a staff member that's acting as both an operations and a general manager. We have a new department fully overseeing the cap management and the NIL piece. We hired three new staff members for that area. They work with the GMs, they work with the agents, and they help write the contracts. … It has to be done well, and it has to be done in a way that we can manage all those dollars so that they're being put through the right systems and make sure we're staying on top of it." Michigan donor Jolin Ellison, the wife of Oracle co-founder Larry Ellison, has contributed approximately $10M to the university’s NIL efforts since 2023, while pushing for revenue generation changes alongside AD Warde Manuel and Miami Dolphins owner/major UM donor Stephen Ross, according to The Wall Street Journal's Rachel Bachman and Emily Glazer. At a spring gathering, Ellison reportedly proposed creating a semi-independent entity to monetize university assets, such as premium seating at Michigan Stadium, though the idea faced resistance from university regents who opposed selling public assets. Glazer and Bachman report the Wolverines football payroll exceeds $40M this season, while the men’s basketball payroll during the team’s 2025-26 national championship was $12M. Champions Circle Co-Founder/CEO Jared Wangler defended Ellison's active involvement in the program: "A woman without a traditional athletics background becoming actively involved in a part of college sports historically dominated by older white men should be celebrated, not viewed with suspicion. I hope her example inspires more people from different backgrounds to get involved." (link)
The Athletic’s David Ubben examines Power 4’s spending leaderboard by looking at the 10 lowest estimated college football roster budgets. Boston College ranks last in the survey with a spend between $8M and $13M, followed in no particular order by Duke ($12M-$15M), Iowa State ($13M-$17M), Arizona ($13M-$18M) and Cincinnati ($14M-$16M). Per the data, lower budgets aren’t necessarily a predictor of failure, as Duke HC Manny Diaz managed to capture the school’s first ACC title since 1978 last season and has gotten the Blue Devils off to a 2-0 start in 2026 despite maintaining a modest budget and having lost standout QB Darian Mensah to Miami (FL). Ubben highlights a theme among many of the programs appearing near the bottom: They’ve had a lot of success on the hardwood. Basketball-centric programs such as Arizona face unique allocation pressures where revenue sharing and donor NIL dollars are often directed toward basketball, while new Big 12 entries like Cincinnati operate in a league where only one school maintains an upper limit exceeding $25M. Meanwhile, Boston College Football HC Bill O’Brien says The Athletic’s recent comprehensive report on team budgets was inaccurate as far as the Eagles were concerned. “I believe, and I know, that we’re more in the ballpark of I believe it was where Wake [Forest] and Pitt were. I think we’re more in that ballpark. I’m not saying we’re the highest, I’m not saying we’re the middle of the pack, but we’re in that ballpark. … The next phase for BC is the third party. How are we really going to help the football program and the basketball program with third-party initiatives and things like that?” (link)
Kentucky has reached the final planning stages for a dual-site on-campus entertainment district, according to Kentucky Sports Radio's Jack Pilgrim. School officials, including President Eli Capilouto, AD J Batt, and JMI President Paul Archey, confirmed the project has entered phase three, with a final request for proposal expected by January prior to selecting a developer and breaking ground. The planned developments near Kroger Field and Historic Memorial Coliseum will encompass a hotel, conference center, residential and retail space, a food hall, an outdoor amphitheater, and a multi-use basketball training facility. Batt yesterday remarked: "Part of what we think is really important is we imagine the opportunity to extend a game day experience. The goal of the project is to not only have excitement around our game days, but also provide infrastructure for everyday campus life. ... For us, we think of game day as driveway to driveway, right? When you leave your house and you get to Lexington until you leave, extending that, whether it’s through a hotel or other experiences, is important. It deepens our connection." (link)
Continuing its analysis of the coaching landscape, Collegiate Sports Connect has released a new Coach Intel report benchmarking guaranteed compensation for DI football offensive coordinators. The data highlights a massive financial commitment to play-calling at the highest level, with the Power 4 median salary hitting the $1M mark and the 75th percentile reaching $1.35M. This creates a monumental divide within the FBS, as the median autonomous league coordinator makes more than three times that of their Group of 6 counterpart ($300K). The financial leap remains equally stark at the lower levels, where a promotion from the FCS median ($110K) to the Group of 6 represents nearly a 3x multiplier in compensation. Athletic departments can leverage the full database to evaluate exact market rates, model peer compensation packages, and strategically allocate resources to secure elite offensive architects in a highly competitive market. The Southern Conference announced a series of staff promotions for the 2026-2027 academic year following the appointment of Geoff Cabe as Interim Commissioner. The league elevated Assoc. Commissioner for Compliance Doug King and Assoc. Commissioner for External Operations Jordan Trolinger to Senior Assoc. Commissioners, with King continuing to lead compliance and governance while Trolinger heads revenue generation, sponsorship, and marketing. The conference also promoted Asst. The Protect College Sports Act has cleared the second of three procedural votes in the Senate after receiving 77 supportive votes today, per Yahoo Sports’ Ross Dellenger, who notes Sens. Tommy Tuberville (R-AL) and Alex Padilla (D-CA) flipped from no to yes after Tuesday's initial vote. Lawmakers are reportedly targeting next Wednesday or Thursday for a final vote on the legislation. Semafor’s Burgess Everett reports Senate Majority Leader John Thune (R-SD) has “filed cloture on the amendment and the underlying bill. Without consent this will take all of next week to get through.” (link, link)
Lawmakers are eyeing key changes to the Protect College Sports Act’s expansion provision to provide more flexibility to move conferences, per Yahoo Sports’ Ross Dellenger, who notes “the change reduces the independent probationary period for schools from five to three years and terminates the concept after six years. … At least five ACC schools - Miami, Clemson, Florida State, North Carolina & Stanford - have expressed concerns to lawmakers over the provision. Though the revisions would not fully meet their requests, the move is a compromise from lawmakers who are attempting to prevent the so-called ‘super league.’" (link)

➤ On utilizing under-monetized Olympic sports to create new IP: "Right now my focus is volleyball, soccer, baseball and softball. Those are the four. ... I think there's real opportunity to create new IP and monetize that IP. We haven't been as focused on some of the Olympic sports as maybe some of our tent pole events like our football championship or men's and women's basketball tournament at the end of the season. So, we're making a concerted effort to really focus on Olympic sports, creating new IP, and ultimately monetizing those opportunities. And I think you'll see and hear about that over the course of the next six months."
➤ Preparing for the conference's upcoming media rights free agency: "We do a strategic business plan every year. ... This year we did [a north star slide]. And that north star is about rallying around the January 30 opportunity when we become a free agent to go back into the marketplace. So, everything we do between now and then sets us up for that moment. Our schools are investing in performance like never before. How do we as a conference continue to raise our profile and our narrative and our position within collegiate athletics? How do I continue to work on some of these sub-licensing opportunities like we did last year? Because that gives some of these different distribution platforms access to us now, and they get to experience what a potential partnership long-term might look like with the Big 12."
➤ RedBird Capital’s role in revenue growth: "Our partnership with RedBird is a strategic partnership. And at the core, it's about driving our commercial business. ... They were drivers of our PayPal deal. They were drivers of our New Era partnership, and we're currently working on quite a few commercial opportunities to date. At the core, it's really about how can they give us access and help us given the enormity of their ecosystem and their relationships and drive value for the conference, which they've already done and they continue to do. Aside from that, they kind of serve as a safety net for our schools. If and when they want to tap into some capital, it's there.” (link)
Former National Labor Relations Board General Counsel Jennifer Abruzzo has joined the United College Athletes Association (UCAA) advisory board, becoming a key expert in the group’s efforts to unionize college student-athletes, per Sportico’s Michael McCann. After being fired by President Donald Trump back in January 2025, which led to the rescinding of her memo asserting that student-athletes at private universities qualify as employees under the National Labor Relations Act, Abruzzo is now shifting her focus to state labor agencies. Through the UCAA, she is advising a campaign before the Oregon Employment Relations Board representing Oregon State women's basketball players, while securing over 100 union authorization cards across the sport. Abruzzo envisions a professional-style sectoral bargaining model for college sports and remains a staunch opponent of the Protect College Sports Act, arguing the bill's revenue-sharing caps undermine true collective bargaining. "If there was true collective bargaining, there would be a grievance arbitration to address and resolve conflicts and whatever systemic issues arise." (link)
Tennessee AD Danny White joined The Mike Keith Show to outline new gameday operations updates at Neyland Stadium, discuss ticket demand dynamics and more. On high season ticket demand, exploring potential stadium expansion to manage pricing and secondary market dynamics: “We have 29,400 accounts on a waiting list. We average three and a half tickets in a count. ... We'd love to [add seats]. I think the only place to do it is in [the] north end zone. And beyond that waiting list for season tickets, we also have on average about 20K students and we only have 12K seats in our student section. .. We need more student seats. I'd love to have more seats for season ticket holders. It would also maybe help drive down the secondary market a little bit, add a little more supply.” As for adjusting security perimeters and entry choke points to manage game-day crowds: “We're going from 35 to 60 [magnetometer screening machines]. ... The goal of it is to reduce the congestion closest to the gates. And we saw great success with that. I got a screenshot of gate 21 five minutes before kick last week and it was a ghost town.” (link)
Kentucky AD J Batt is looking to hire an Executive Assoc. AD for Player Management to help oversee NIL and revenue sharing in Lexington, per Kentucky Sports Radio’s Jack Pilgrim. When asked about the role, Batt noted it was important to lean into the current landscape of college athletics and find creative ways to accumulate talent and win at the highest level across all sports. “As we look at the continued evolution of student-athlete NIL and rev-share, one of the areas in which there is an opportunity to create competitive advantage is in both the construction of and the evaluation of those dollars. … How are those contracts put together, how are we managing this both at the program level, but also from the entire department, right? Creating a 30K-foot management of the entire student-athlete rev-share, NIL, et cetera, opportunities, there is real advantage of how those things are put together. So having somebody with expertise in that, negotiating those contracts is important, but also developing a robust evaluation of how those dollars are spent and how those dollars perform as they translate on the on-field, court, et cetera, success.” (link)
North Carolina has released a statement regarding its independent investigation into allegations related to the culture and climate within the UNC football program that reads in part: “The investigation determined that certain actions demonstrated a disregard for Carolina’s values and standards of conduct. The investigation also found that these actions were isolated in scope and not a systemic failure.” More…
➤ “As the University previously announced, General Manager Michael Lombardi resigned from the program effective September 3. Steve Belichick has resigned from his position of defensive coordinator, effective October 27, 2026, following the conclusion of his current medical leave. … All necessary corrective actions are now underway and will be overseen by Carolina Athletics and the Office of University Counsel. With these actions, the University considers the investigation to be resolved.”

Tulsa has secured a $5M commitment from anonymous supporters that will provide both immediate and long-term resources to strengthen the Golden Hurricane football program. Of the commitment, $1M will provide flexible support for a wide range of football priorities, including recruiting, equipment, nutrition, athletic training, professional services, team travel and other program needs, while also establishing a permanent endowment benefiting the program; $3M will provide long-term resources across many of those same areas; and $1M will go toward the establishment of an endowed coaching position supporting Tulsa's linebackers coach that will be named after the donor family. Florida has received a philanthropic gift from Consumer Cellular Chairman/CEO Ed Evans to support construction of a new championship-level golf course in Gainesville to benefit the Gators’ men’s and women’s golf programs, while positioning the university to host premier collegiate, amateur and professional tournaments. The Evans University of Florida Golf Club will encompass more than 500 acres and feature an 18-hole course designed by Beau Welling and Steve Smyers, a Hart Howerton-designed clubhouse and guest cottages. At the center of the new course will be the Power Design Team House, a performance center made possible through a lead gift from Power Design that will bring together advanced player-development technology, specialized training spaces and practice environments.
