➤ The Protect College Sports Act has passed the Senate by a vote of 77-22. During last night’s proceedings, the body adopted a number of amendments including increasing the cap on Power 4 conference membership from 19 to 20 members, limiting the scope of federal preemption to allow for personal injury claims and disclosure of funding from persons “relating to intercollegiate athletics from a foreign government, a foreign adversary, a state-owned enterprise, or a sovereign wealth fund” in excess of $600. ➤ Will it pass the House? “That bill is dead,” one Democratic House member tells Yahoo’s Ross Dellenger, who notes the bill faces significant opposition in the lower chamber, where leaders maintain no plans exist to consider the legislation before the November 3 midterms. Still, Senator Ted Cruz (R-TX) expressed confidence that House Speaker Mike Johnson could take up the measure prior to the election or during the five-week lame-duck session from Nov. 9 to Dec. 17, but House staff members contend the bill will not advance.
➤ A congressional expert explains why: “The House doesn't just take bills because they have passed the Senate. This is personal. Ted Cruz is holding up several House bills in the Senate." Dellenger adds: “It’s personal for another reason: House lawmakers poured years and resources into a separate college sports bill, the House-authored SCORE Act, which failed to gain the necessary votes in the chamber twice last fall and again this past spring. The SCORE Act, friendlier to the NCAA and authored by Republicans, did not even garner enough Republican support. (link)
➤ The passage occurred after several amendments were voted on, including one from Senator Cory Booker (D-NJ), whose amendment would’ve placed restrictions on coaches that mirror the bill's athlete limitations, including, per Dellenger: “(1) requiring them to sit a season for 2nd job move; (2) subjecting their NIL deals to NIL Go; (3) salary cap of $5M; (4) buyout cap of 1 year salary.” (link)

➤ Upside of expanding the NCAA Tournament for mid-majors: "It cuts both ways. I mean it's a great opportunity for us to win a game if we're having a year where we're going to be in that 15, 16 range. That's always great for the league. ... But the opportunity for revenue and then [to] win a game and just kind of get some momentum going for future years, the expansion is definitely helpful in that way for leagues like ours."
➤ Maintaining a campus-hosted conference tournament: "My membership is feeling the same way. As you can imagine, If you know only one bid's likely coming out of your league, the opportunity to tie your regular season performance to who gets to host the first and the quarterfinals and then the semifinals based on your seed – it's a great feeling to know you're going to play in front of your home fans if you've earned it during the regular season."
➤ Balancing potential summer basketball schedules with student-athlete burnout: "There has to be some kind of break in there and something that makes sense for the student-athlete to where they're not being overly committed to anything during the summer where they may have different things that they want to do on top of this. But look, let's get this straight. When we're talking to student-athletes, they also want to play, they want to get better.” (link)
Virginia Tech AD Brian White announced a ticket price increase across football and basketball aimed at generating $20M in additional annual revenue and expanding the season-ticket holder base from 21K to 30K, according to The Virginian-Pilot's David Teel, who reports football season tickets will cost $350 each starting next season, with required "Invest to Win" seat commitments ranging from $95 to $3,910 per ticket—building on a $229.2M four-year campus support pledge approved by the Board of Visitors last September. Basketball season tickets will cost $250 to $850 with $25 to $350 seat commitments. Teel also reports White established an Investors Society requiring a $50K minimum gift. White: "Our vision is ambitious. Virginia Tech athletics will operate with a top-10 mentality. Success will not always come in a straight line, but our standard will remain the same: pursue championships, invest strategically and provide our student-athletes and coaches with the resources to compete at the highest level. A top-10 mentality requires top-10 resources. And top-10 resources require a financial model built to support them." (link)
James Madison updated its campus master plan request for proposal, increasing its target for new student housing to 3K additional beds by fall 2029, per the Daily News-Record’s Shane Mettlen, who notes that’s up from an initial target of 1K beds by fall 2028. Key athletic and infrastructure plan highlights include potential expansions to Bridgeforth Stadium; a new mixed-use entertainment district outside the facility; apartments and dorms; and the potential demolition of Godwin Hall, which currently houses the JMU natatorium, athletic offices and classroom space, to make way for a new University Park pool and tennis facility. Under the envisioned partnership, James Madison expects the private developer to bear the majority of cost, schedule and operating risk while creating new revenue-generating opportunities for the university. Seven anonymous Arizona State men’s hockey student-athletes submitted a 26-page letter to ASU President Michael Crow requesting that HC Greg Powers and his staff be placed on administrative leave following the August 20 workout that left teammate Matthew Mayich on life support, according to The Athletic's Katie Strang, Adam Kilgore, and Nathan Fenno. The players, who represent roughly a quarter of the roster, disputed some findings of an initial internal review conducted by ASU EVP James Rund, including the frequency with which they were allowed water and the timing of when Mayich first showed signs of struggle. In the letter, they urge ASU to refer its police investigation to an outside agency, request immunity from retaliation and suggest former Phoenix Coyotes star Shane Doan as a potential Interim HC. From the letter: "We should not have to choose between telling the truth about August 20 and keeping what we have worked our whole lives for." Strang, et al. also note that the players say additional teammates share their views but did not join the letter because they have similar concerns about reprisal. (link)

Houston AD Eddie Nuñez tells the Houston Chronicle’s Joseph Duarte that the school worked with the Big 12 a year in advance about this Saturday’s game being at night to help accommodate a Hall of Honor event on Friday night. Despite that, the Cougars were given the 11 AM TV slot against UCF. Nuñez: “It’s unfortunate. I just want to make sure that our fans know that we will continue to work with the conference office and our television partners to get them to understand that, for us, it's important to not have every game be a day game. Our team has earned it. They are a top 20 program and they should have the opportunity to build for our fans to have night games, not just continual day games as we’ve seen here.” Duarte notes UH has played just one Saturday night conference home game since 2024. Eastern Kentucky unveiled an updated look for its Colonel logo after a collaboration with Torch Creative. Marucci Sports is once again privately owned after Fox Factory Holding Corp. sold the baseball bat manufacturer to a group led by Marucci Founder/CEO Kurt Ainsworth for $225M, per Nola.com’s Timothy Boone, who notes the company plans to remain in Baton Rouge, with existing brands and leadership in place. In a statement, Ainsworth: “Having the opportunity to lead Marucci back into founder-led, private ownership is incredibly meaningful to me. Marucci started in my backyard in 2004 with a simple goal: to make the products players want and need to be successful. That same goal has guided us for more than twenty-two years, and it will remain at the center of everything we do.” Fox Factory acquired Marucci back in November 2023 for $572M, but began looking to sell in February after not bringing in the expected financial returns. GCU Athletics launches Antelope Productions, expanding content, storytelling
Grand Canyon Athletics is launching Antelope Productions, a new identity for the department's robust in-house broadcast, communications, creative and multimedia operations as GCU expands its original content and storytelling across television, streaming, audio and social media.
The launch brings a unified brand to an operation that reaches Lope Nation daily through live broadcasts, digital content and more than 50 social media channels. New initiatives include a state-of-the-art broadcast control room inside Global Credit Union Arena, a monthly television show on Arizona's Family, a weekly podcast network and an expanded GCU Radio Network.

➤ Sen. Ted Cruz (R-TX) “hopes” for several votes on amendments before the Senate’s final vote this evening on the Protect College Sports Act, including a proposal from Sen. Ashley Moody (R-FL) to raise the power conference membership cap from 19 to 20 schools, per Yahoo Sports’ Ross Dellenger. Cruz also said he’s held “extensive conversations” with House Speaker Mike Johnson and that he continues to expect the House to return prior to the mid-term elections to take up the bill after Senate passage. ➤ In response to Cruz’s comments that Sen. Cory Booker (D-NJ) is “blocking” votes on PCSA amendments, Booker spokesman David Bernstein tells Dellenger that “Sen. Booker is reviewing amendments and may ask for votes on his own.” Republicans have unanimously cleared four different amendments for a vote, per Cruz: Moody (19 to 20 A4 conference cap); Sen. John Kennedy (R-LA) (cap on ticket price growth); Sen. Rand Paul (R-KY) (broad antitrust exemption); and Sen. Tim Scott (R-SC) (reporting financial investments). The Ninth Circuit Court of Appeals has set oral arguments in objectors' appeals of the order approving the House settlement for December 7, at 12:00 pm ET in San Francisco, per Boise State Assoc. Professor Sam Ehrlich, who notes: “Most objector appeals challenge the settlement's standing under Title IX.” (link)
The Big Ten has announced “the unanimous adoption of a conference rule to prohibit men’s and women’s basketball players, who have signed a professional contract with the NBA, G-League or WNBA or any team that is a member of any such league, were on a roster for an NBA, G-League or WNBA team at any point or declared for the NBA or WNBA Draft but did not withdraw or declare an intent to return to college within the required timeframe, from maintaining eligibility for athletic competition at a conference institution.” The league will continue evaluating potential rules restricting pro athletes in other sports from conference competition. UTEP has received a $29.1M commitment from GECU, the largest gift ever made to Miner Athletics and the second largest in the university’s history, to support enhancements to the Don Haskins Center and re-name the facility for the next 15 years as GECU Arena at the Don Haskins Center. The partnership will also assist with the recruitment and retention of student-athletes; in creating life skills programs; with making nutrient-dense meal plans for student-athletes; in funding staff development; and in supporting financial literacy education for UTEP students. Richmond has received the largest gift commitment in school history through a $150M pledge slated to support the university’s campaign priorities. A $50M portion of the gift will match other donors’ contributions to endowed scholarships through the Richmond Affordability Initiative, further driving the school’s efforts to expand affordability for talented students from all financial backgrounds. In addition, UR will create a series of endowments that will help recruit, recognize, and retain outstanding faculty while advancing teaching and scholarship in emerging fields. Philanthropic support will also enhance athletic facilities, attract and retain outstanding coaches and student-athletes and expand scholarship and endowment support. The announcement marks the official public phase of a philanthropic campaign that has raised over $425M. (link)
Texas State inks a long-term deal with Hays Electrical Services that includes a $10M capital commitment alongside a multi-year corporate partnership with Texas State Sports Properties, bringing the total potential value to more than $11M. As part of the largest capital projects commitment in TXST Athletics history, $8M will support construction of the recently announced University Fieldhouse, while $2M will go toward the building of the softball and baseball performance center. UMass, in conjunction with UMass Lowell, highlights the reception of a pair of $2.5M gifts from alumnus John F. Kennedy to endow the Men’s Ice Hockey HC positions at both schools. (link)
Vermont has received a $1.2M gift from the estate of Fred and Ann Curran that will provide the Director of Athletics Discretionary Fund with flexible resources to address leadership development for student-athletes, travel for high-level out-of-region competition, academic support and career and life skills programming, as well as emerging opportunities and needs across the department. In recognition of the longtime supporters’ philanthropy, the fund will be renamed the Fred and Ann Curran Director of Athletics Discretionary Fund. (link)
The new 50K-square foot right-field facility at Vanderbilt’s Hawkins Field is on schedule to open in February for the 2027 baseball campaign, expanding capacity with amenities including a rooftop deck and expanded food and beverage options. (link)
The Indiana Gaming Commission today unanimously rejected the NCAA’s request to ban pregame college player prop bets from its sports betting market, per Sports Betting Dime’s Robert Linnehan, who notes commission members felt restricting the market falls under the jurisdiction of the state legislature rather than regulatory oversight. This comes despite the association’s June submission of support letters from Butler, Indiana and Purdue as well as the citing of 19 other states that have enacted such bans. Indiana Gaming Commission member B.R. Lane, who spoke with gaming regulators from Missouri, Ohio and Louisiana over the last three months in preparation for the discussion, mentioned that while it’s unacceptable for a student-athlete to be harassed, there’s a larger issue at play. “I see so much criminal activity that we’ve kind of glanced over that has been discussed and uncovered today. … I don’t understand, NCAA, if the situation is as serious as you’ve made clear to us today, why you’ve not addressed it in that way. You would have all of our support, I think, in this room. We have a bigger issue here, and the legislature would be the appropriate place to address this.” (link)

Inspired by the North Dakota Petroleum Association, the trophy, which will feature a wood base and both the UW Steamboat and NDSU logos, will also feature a drill bit on the top from an oil field to honor the history of the petroleum industry in both states.
