Speaker Mike Johnson (R-LA) says the Protect College Sports Act would likely be taken up by the House following the midterm elections and not before as Punchbowl News’ Jake Sherman reports Thursday’s House voting schedule has now been cancelled with today serving as the legislative body’s last in session before the midterms. Sherman: “Johnson said he would try to build support for the Senate's NIL bill if it passes. He says it’s a lame duck item, most likely.” Senate Majority Leader John Thune (R-SD) says he may fill the amendment tree on the college sports bill, which would allow it to pass faster but also prevent amendment votes from senators. “We'll find out what level of cooperation we can get from Democrats. But that's an option. This has been a pretty well vetted bill through a long process, including committee markup and everything else. And I think, for the most part, with the big vote that we had last night, most people should be ready to go on it.” (link, link, link, link)

Top college football programs are deploying annual player compensation budgets around $50M, according to an extensive, multi-source investigation by The Athletic’s Stewart Mandel, David Ubben and Sam Khan Jr. Highlighting a direct correlation between financial investment and on-field success, the data reveals that seven teams with at least a 50% probability of reaching the College Football Playoff maintain an average roster budget between $41M and $46M, while 34 programs owning less than a 5% chance average between $19M and $23M. Spending disparities exist across the P4, led by the SEC ($33M-$38M average) which boasts 11 of the nation's top 20 spenders including Texas ($45M-$55M), LSU ($47M-$50M) and Texas A&M ($45M-$50M), and the Big Ten ($27M-$31M average), where Ohio State ($49M-$54M) and Oregon ($48M-$54M) formulate a distinct league top tier. The ACC ($21M-$25M average) features a strong pace-setter in Miami (FL) ($45M-$50M), while 12-of-16 Big 12 ($18M-$22M average) programs maintain budgets starting below $20M, though Texas Tech ($38M-$42M) ranks near the top despite voiding an estimated $3M-$4M contract after the departure of transfer QB Brendan Sorsby. Miami (FL) has reportedly agreed to a 10-year, $200M-plus contract to return to the Nike brand starting with the 2027 football season, per the Miami Herald’s Barry Jackson, who notes the deal is expected to be worth slightly more than $20M annually. That’s well above the reported $6.5M annual value of its current 12-year agreement with Adidas, which is set to expire next June. With the contractual right to match Nike’s offer by a Tuesday deadline, Adidas presented a compelling counteroffer, but did not fully match the terms. “UM would have been fine with Adidas matching Nike’s offer — ‘they’ve been a great partner,’ a source said — but UM is excited about Nike.” The school plans to utilize the extra revenue for athletic department costs, NIL allocation and potentially toward an on-campus football office building that is still in the early stages of development. Miami’s annual payout in the deal is believed to be the largest Nike allocation, putting aside the company’s unique, lucrative arrangement with Oregon, where the company is based. (link)

“We’ll be out of business if we go to 24 teams.” That’s what one bowl executive whose game hosts two Power 4 teams told On3’s Brett McMurphy about potential College Football Playoff expansion to 24 teams. A larger playoff field would mean fewer available teams, forcing bowls that currently feature P4 matchups, such as the Citrus Bowl, which pays at least $4M each to the SEC and Big Ten, to potentially choose from unranked, seven- or eight-win teams instead of top-25 programs. McMurphy: “The bowls’ doomsday clock started ticking in 2014 when the four-team playoff began, and the countdown sped up considerably when the field expanded to 12 teams in 2024. The transfer portal, NIL and player opt-outs have only accelerated the decline. Now teams are even refusing to play in bowls.”

In response, several bowl directors are considering shifting their games to pre-season exhibitions held in late August to remain viable, though calendar conflicts, player opt-outs, portal timing and loss of title sponsors like Cheez-It and Tony the Tiger pose major obstacles.

A bowl executive director: “We have to look at all options. What’s the appetite for the No. 25-ranked team and unranked teams that barely miss the playoff, to play in a postseason bowl? There has to be that conversation.” A P4 AD adds: “I grew up on the bowls. Our fans didn’t want to go to our bowl (last year), because it wasn’t the playoff. I hate this, but nobody wants to go to bowls anymore.” More. (link)

In addition to several Class of 2022 players seeking a fifth year of eligibility, the status of many key international prospects is a major men’s basketball storyline to monitor, per CBS’ Jon Rothstein, who notes that per a recent updated NCAA rule, international players who never received above actual and necessary expenses are not professionals and will be eligible to compete in 2026-27. Rothstein adds: “Lots of key decisions ahead considering when this rule was amended.” (link)

Minnesota’s football season ticket sales continue their downward trend, per the Pioneer Press’ Andy Greder, who notes the Golden Gophers reported 29,289 total football season-ticket holders for the 2026 campaign, 22,173 non-student and 7,116 student packages, marking a 7.3% decrease (31,605) since 2024. The decline comes as the athletic department projects a second-straight year facing a $9M budget shortfall in FY27. During FY25, the year prior to the House settlement, the Gophers reported $163M in revenue, with ticket sales accounting for $19M. AD Mark Coyle would like to schedule more P4 games, while seeing the continuation of nonconference games such as Saturday’s home match-up against Akron. “I wish I could see around the corner. I think those games have value and serve great purpose because when you play an Akron, [when] you play an Eastern Illinois, those teams are getting guarantees. When I was at Boise State, we would play guaranteed games, and those are such a big part of your revenue stream for athletics. If those games came to an end, that would have an impact on those programs, because they just lost revenue coming into their program." (link)

Tennessee unveils 865 Neyland as the official name and brand identity for its new mixed-use entertainment district, hotel and residential tower that are currently under development adjacent to Neyland Stadium. The announcement includes the debut of the development's official logo; the launch of digital platforms including 865Neyland.com; the release of updated renderings and a fly-through video; and additional details on the district's anchor dining experiences. The Federal Reserve has unanimously approved a quarter-point rate hike to between 3.75% and 4%, marking the central bank's first increase in three years, according to The Wall Street Journal’s Nick Timiraos. Led by newly confirmed Chairman Kevin Warsh, the decision signals a sharp reversal after cutting rates three times late last year to guard against a labor-market shutdown, directly undercutting White House assertions that inflation isn’t a concern. Fed officials cited sticky inflation driven by the ongoing Iran war, escalating energy costs, with diesel prices approaching record highs and crude hovering near $100 a barrel, and an AI-driven investment surge that continues to bolster economic demand. The decision leaves future policy paths flexible, though 16 out of 18 meeting participants penciled in at least one additional increase this year. In its policy statement, the rate-setting committee said “today’s policy action will support a timelier return to the committee’s 2% [inflation] goal,” citing elevated uncertainty due in part from geopolitics while omitting previous language that had attributed elevated inflation partly to supply shocks. Penn inks a five-year extension of its multimedia rights deal with JMI Sports through the 2035-36 academic year. The renewed agreement includes comprehensive multimedia rights for both Penn Athletics and the Penn Relays, while transitioning the partnership to a revenue-sharing model where athletics will receive a substantial majority of all net income. UCLA announces that admission to all regular-season home football and men’s and women’s basketball games is now free for all eligible undergraduate and graduate students, starting this Saturday when football hosts Purdue in its Big Ten opener at the Rose Bowl. In addition, students will have the opportunity to purchase up to eight guest tickets for each home football game, with the exception of UCLA's match-up against USC. (link)
Colorado State and Wisconsin have mutually agreed to cancel their September 2027 football match-up, per ESPN’s Pete Thamel, who notes: “Colorado State initiated the conversation as a way to play seven home games in 2027, and they are expected to add another home game. (Wisconsin is expected to replace CSU with UMass in 2027.) This will mark the fourth-consecutive year CSU has played seven home games, a rarity for [the] Group of Six.” (link)
Metallica announces the addition of 12 North American shows as part of its M72 World Tour, slated for May 8-June 19, 2027. The U.S. Senate cleared the first procedural hurdle for the Protect College Sports Act in a 74-24 vote, initiating a four-stage voting process ahead of a targeted final chamber vote next week. Although the House of Representatives plans to break for recess, Senators Ted Cruz (R-TX) and Eric Schmitt (R-MO) expect the chamber to pass the bill before the Nov. 3 midterms, aided by outreach from President Donald Trump. Opposition to the bill focused on Section 205, which caps power conference membership at 19 programs and enforces a five-year independent probationary period for schools moving between power leagues. Senators Ashley Moody (R-FL), Rick Scott (R-FL), Tommy Tuberville (R-AL), and Rand Paul (R-KY) cast the sole Republican votes against the measure, while Senator Cory Booker (D-NJ) opposed granting antitrust protections to the NCAA without establishing collective bargaining rights, calling the bill “unjust,” and one Senate staffer tells Yahoo’s Ross Dellenger: "Republican senators who would normally be inclined to support this bill are now withholding support due to the provision basically locking schools into conferences for eternity. It could possibly tank the bill." (link)

The NCAA has launched a new video entitled “Sorry to Interrupt,” featuring various DI student-athletes asking viewers to call their U.S. Senators to advocate for passage of the Protect College Sports Act. (link)

NAACP President/CEO Derrick Johnson sharply criticized the Protect College Sports Act during his appearance on SportsCenter, rejecting arguments about college athletics’ instability and accusing power conferences of attempting to restrict athlete rights as player earning power expands. Here’s what he had to say…

On the state of college sports: "Who says there’s instability? You have coaches that have been doing this for decades now, and unfortunately, the players did not have the same rights. Now that players have rights, they’re saying it’s unstable. I watched college football this weekend. Every stand of every game I watched was full. People were excited. The game is as rich as it has ever been. TV revenue is up."

"Students should be able to collectively bargain as a federal right. If you’re going to have federal legislation to govern college sports, then the federal law would preside. So this is not about state law."

Legislative provisions targeting HBCUs: "We should not be tokenizing our Historically Black Colleges and Universities, in order for the major college universities to generate $14B in revenue annually." (link)

As ESPN faces a decision on whether to preemptively purchase expanded media rights for a potential 24-team College Football Playoff or allow the additional inventory to hit the open market, Sport & State's Clay Travis explains that rights for the expanded inventory require a floor of $300M and likely $500M in new annual value to compensate conferences—pushing the total CFP package to $1.8B per year. Meanwhile, tech platforms like Amazon, Apple, Netflix, and YouTube are looming as potential open-market bidders, and Travis reports: “In talking with a variety of sports media figures, Amazon is the name that keeps coming up. There’s a belief that Amazon may really want in on the College Football Playoff. If they do, $500M a year is a rounding error to a company of Amazon’s size. But there are complexities here. How much more difficult are ad sales when the playoff is split up and how much more difficult is promotion? Is it better to have a playoff entirely under one media outlet’s roof or would multiple outlets help juice interest?” (link)

MoffettNathanson Principal Michael Nathanson joined The Varsity podcast with Puck's John Ourand to discuss the ongoing fragmentation of live sports streaming and the necessity of unified aggregation platforms for consumers. Here’s what you need to know…

On Amazon leveraging live sports to drive retail ecosystem growth: "For Amazon, it’s all about making Prime more valuable. They must have determined that Prime enhances subscriber adoption or value. ... Amazon’s not in the YouTube TV business. Amazon’s not packaging other people’s rights. It’s selling Prime subscriptions."

The inevitable shift toward aggregated subscription packages: "We can’t channel surf as we used to do. We’re building towards companies having to start aggregating feeds. There has to be one place that pulls in all the multiple feeds we’re getting."

Projecting the floor for traditional cord-cutting: "The rate of cord cutting all-in has dropped from high single digits to mid single digits in the past year or two. ... The floor will be like 50M by the end of this decade. And then you’ll have bundles upon bundles of packages that will not be counted in cord cutting, but will probably get you back to somewhere like 100M homes still watching sports the way we used to always watch it." The FCS Championship Committee has set its 11-member roster of ADs tasked with selecting and seeding the 24-team FCS playoff bracket for the 2026 season. Per Sam Herder Sports, Holy Cross AD Kit Hughes will serve as committee chair with Montana State AD Leon Costello as vice chair. Utah and Minnesota debuted the first corporate branding on the back of football helmets this season, securing deals with Alkeme and Visible, respectively. SBJ’s Irving Mejia-Hilario points out the helmet placements arrive as multimedia rights partners navigate a sudden influx of newly approved commercial inventory and Playfly President of Sports Properties Christy Hedgpeth cautions against prematurely bundling the new assets at a discount and explained how the helmet space still delivers for sponsors: "From a prestige standpoint, I actually think it’s fairly comparable [to jersey patches]. It’s attached to an athlete. Something that is a brand that is touching the athlete, something they’re wearing, I think is incredibly valuable from a perception standpoint and what it means. It’s saying we’re sort of part of the team, part of the student-athletes as a brand." (link)

To directly combat the appeal of the living room, athletic departments are aggressively prioritizing friction reduction, utilizing high-capacity tech like Open Gate screening and AI concierges, while rolling out value-driven concession pricing. Simultaneously, schools are professionalizing their game presentation and creating new revenue streams by monetizing exclusive access over traditional luxury suites. UT Arlington unveiled its vision for the future during the 2026 Maverick Blueprint, an event that brought together university leaders, coaches, student-athletes, alumni, donors, and community leaders from across Arlington. The department’s blueprint is based on four key pillars: Student-Athlete Nutrition, Championship Facilities, NIL and Revenue Sharing, and Scholarships. Botts and his wife, Libbie Rice, have made a “transformative” gift to name the university’s indoor track in honor of his late grandfather, legendary Mizzou Track & Field HC Tom Botts, who led the program from 1947-72. The Knight Commission recognized the Metro Conference and the Southern Conference as C.A.R.E Champions for the third consecutive year, netting each athletic department a $5K grant. Meanwhile, the America East Conference, Patriot League, and Summit League continue as C.A.R.E. Champions for the second year and will each receive a $10K grant. Champions are chosen by meeting the criteria required for connecting athletics revenues with the educational model of college sports. (link)

ABC’s broadcast of Ohio State-Texas led Week 2 college football viewership with 13.99M viewers, peaking at 16.4M to mark the most-watched Week 2 game on record. Oklahoma-Michigan ranked second with 8.22M viewers on Fox, followed by Alabama-Kentucky with 7.28M on ABC, Missouri-Kansas with 3.09M on Fox, and Arizona-BYU with 3.01M on Fox. Additionally, ABC drew 2.53M viewers for Arizona State-Texas A&M, while ESPN generated 2.14M for Oklahoma State-Oregon (and 945K on ESPN2), 1.80M for Tennessee-Georgia Tech, and 1.04M for Arkansas-Utah, along with 859K viewers for UCF-Pittsburgh on ESPN2.
