Lobbying for the Protect College Sports Act is in full swing ahead of an expected Senate vote process next week, per Ross Dellenger, who writing for On3, points to the multi-million dollar, “Saving College Sports” ad campaign featuring former Alabama HC/current ESPN College GameDay analyst Nick Saban and current Colorado HC Deion Sanders as the most visible effort. Here’s what you need to know…

Lawmakers, White House representatives and industry stakeholders have been meeting weekly to discuss progress and publicly pushing the legislation as a pep rally is planned for Monday on Capitol Hill with college administrators and student-athletes.

The question is will all of this stumping lead to the bill’s passage? If the Clarity Act fails, it’s likely the Senate takes up the PCSA, potentially as soon as Tuesday but probably more likely Wednesday or Thursday. The timeline could slow depending on how many amendments to the bill are made and if they garner enough support for debate and a vote. If the bill passes the Senate, the House must then adopt it, but it’s not scheduled to return to session until after November’s mid-term elections.

Dellenger: “If the Senate does adopt the legislation, can President Trump, an ardent supporter of the bill’s passage, convince House leadership to remain in session to take up the act? Though it’s a long shot, there is a shot – if the Senate can pass the legislation by a wide majority (probably more than 70 votes).” (link)

More than 90 organizations spent $31.4M in total Q2 lobbying efforts on behalf of the Protect College Sports Act, per Open Secrets’ Joedy McCreary, who notes that Texas Tech Board of Regents Chair Cody Campbell’s Saving College Sports nonprofit has led the advocacy push with the Senate preparing for a vote between September 15-26. Out of $820K in total lobbying dollars since its formation, Campbell’s group spent $190K during Q2. Lobbying participation has ranged from some of the biggest brands at college sports’ highest level (Ohio State, Michigan, Notre Dame) to Group of Six programs to the National Association of Broadcasters and NCTA – the Internet and Television Association. Oregon Sports Law Program Director David Weber outlined the financial dynamics driving the bill: “Right now, I think the posture is, the NCAA is just trying to figure out how they can reassert some sort of control over this sport. And athletes are trying to keep their gains. ... The group that’s most disadvantaged by these new limitations would be the athletes who have been earning more money on the open market from their NIL … and by being able to have a little bit more freedom of choice to where they want to play.” (link)

The Ninth Circuit Court of Appeals has issued its decisions in three NCAA eligibility rule cases: Braham, Martinson and Blythe, per Boise State Assoc. Professor Sam Ehrlich, who notes “Braham and Martinson were dismissed as moot. The injunction in Blythe was overturned for lack of evidence, similar to other circuits.” More…

Ehrlich adds: “Critically for the NCAA moving forward, the Ninth Circuit in Blythe joined other circuits in affirmatively declaring eligibility rules commercial and thus subject to antitrust law. In doing so, they found that countervailing language from O'Bannon v. NCAA was dicta [referring to comments or observations made by a judge in a court opinion that are not strictly necessary to resolve the case]. The NCAA has relied ‘heavily’ on this O'Bannon language in other cases, so this is a big deal for them. All of the appellate court language holding NCAA eligibility rule functionally immune from any sort of antitrust scrutiny are now defunct. However, the Ninth Circuit did join its sister circuits in finding that Blythe did not present sufficient evidence of a relevant antitrust market and anticompetitive harm. Not a surprising outcome at all.”

In the Braham and Martinson proceedings, “the Ninth Circuit found that because the players' seasons ended by the time the court could hear the case on appeal, there was nothing left for the NCAA to challenge. Notable in light of other cases, where hearing cases on appeal takes a while.” 

Ehrlich on what he terms an important footnote: “The Ninth Circuit did say that because the injunction has now expired, the NCAA is free to apply the Rule of Restitution to punish Memphis or San Diego State for rostering Braham and Martinson, respectively, if they so choose.” Full opinions. Ohio State has long prioritized scheduling high-stakes nonconference football games such as this weekend’s trip to Texas, per The Columbus Dispatch’s Joey Kaufman, who notes the Buckeyes’ scheduling philosophy remains unchanged in an environment where schools across the country are currently weighing such efforts against the risks of missing out on the College Football Playoff. The current home-and-home with the Longhorns marks the first in a run of upcoming games against SEC powerhouses with the Buckeyes slated to face Alabama in 2027 and 2028, then Georgia in 2030 and 2031. AD Ross Bjork: “We want to lean into these games until somebody tells us that we shouldn't. … If there's data that shows that these games hurt you if you come out on the wrong end, that's where you look at it differently. But, right now, there shouldn't be data that says don't play Texas, don't play Alabama, don't play Georgia.”

Even as OSU remains committed to marquee nonconference matchups, it has not scheduled a new home-and-home in over half a decade, with Bjork pointing to the uncertainty over the CFP format as the primary reason for the holding pattern. “Until the playoff expands and we see what that timing is, there’s no reason to do anything, and then I think we’ll have time.”

More from Bjork on the financial impact: “The closer the games, the higher the TV ratings. The higher the TV ratings, it leads to revenue. What do we all need in this environment? We need more revenue. The revenue piece in nonconference and conference cannot be overlooked. … Maybe we’d look at it differently if it did hurt us. These games should matter and we’re going to keep playing them.” (link)

Minnesota AD Mark Coyle has informed the UMN Board of Regents that the athletics department is projecting a nearly $9M deficit for the second straight year. Per the Twin Cities Pioneer Press’ Andy Greder, the shortfalls result from the first and second year of House settlement payments. While the reserve fund will be tapped again, Coyle noted long-term solutions need to be found, adding the Gophers are in a better financial spot than some of their Big Ten peers because UMN requires balanced annual budgets. Financing options remain on the table with others having turned to private equity firms for cash injections or setting up separate LLC structures. Coyle adds: “We just have to look at all that type of stuff, but you are going to have to rely on campus (administration). We have a lot of smart people on campus. That’s a great thing about being here. We just need to work with them and come up with a better solution long-term for our program.” (link)  

South Florida highlights the results from its initial return on investment and impact report, developed over the last several months to highlight how the department’s programs and events are contributing to the strength and vitality of the Tampa economy. The report found that for each dollar invested by the overall university into Bulls athletics, the department returned $2.52 in value back to campus. In totality, athletics returned $96M in benefit to the overall university: just over $19M in tuition paid by non-scholarship student-athletes, support groups and staff; over $150K paid by staff and student-athletes in parking permits; $6.3M from athletics facilities event rentals; and over $7M combined spent by athletics with campus supporting partners. South Florida also helped generate $49M in direct visitor spending; nearly $10M in hotel revenue; and $3.4M in sales tax generated from visitors. The report also outlined the Bulls’ fundraising success as total financial donor commitments through the USF Foundation and the Bulls Club rose by $5M in FY26 vs. FY25 – from $9.2M to $14.3M – while also setting records for Iron Bulls members, major gifts and total donors. Memphis Football HC Charles Huff says spending just north of $20K to hire sleep physician and performance specialist Dr. Cheri Mah to optimize player performance and mitigate circadian disruption during cross-country travel was "critical" to UM’s recent road win at UNLV, per The Athletic’s Bruce Feldman. Mah, who has worked with pro teams in all four major sports leagues, as well as Olympic athletes, Formula 1 drivers and the military, outlined strategies for the team’s cross-country trip to Las Vegas. “Shift your bedtime and wake-up closer to Pacific time a few days before the flight. Shift football practice times closer to kickoff time. On the plane, avoid sleeping the entire flight. Up your hydration and keep the plane’s window shades up so your body stays alert.” Huff adds: “One of her slogans we’ve adopted is, ‘Sleep is not the end of today. It’s the beginning of tomorrow.’ … These sleep techniques are like offering up better speed training or strength and conditioning or nutrition. Everyone, especially in the Big Ten, is trying to manage [the longer distances]. It’s not just football; it’s all sports. You’re truly giving yourself a very specific advantage in how you manage your body." (link)

CollegeAD shares the latest on Iowa State’s AD search, reporting that in addition to retaining Parker Executive Search, “ISU also announced that a small committee, which will be headed by President David Cook, has been formed to assist with the process. Sources say that in addition to Cook, several department staffers are expected to sit on the committee, including Faculty Athletics Representative Tim Day. With materials officially due to Parker officials by September 23, it doesn't sound like lowa State will drag out the process. It's our understanding that ISU would like to have its next AD on the ground in Ames by November.” (link

The tension between LSU and the SEC extends beyond recent roster disputes to reveal a fundamental shift in the university's leadership dynamic, according to ESPN's Dan Wetzel, who posits that league administrators fear the athletic department is ideologically governed by Louisiana Gov. Jeff Landry rather than President Wade Rousse or AD Verge Ausberry, thereby introducing political motives that favor public conflict over conference compromise. As LSU continually tests league boundaries under Football HC Lane Kiffin and Men's Basketball HC Will Wade, SEC leaders question whether campus administrators hold any real authority over their programs, and Wetzel writes: "The chief concern is that the collegiality and common values of veteran campus leaders are not shared by politicians who can get more benefit out of conflict than compromise. ... Whipping up outrage is a lot more effective politically than promising to work with the 'other side.' As such, it is believed the motivations of Landry and others are different from the motivations of a typical school president or AD." A league administrator puts it like this: “It's impossible to deal with LSU right now. They are unserious." (link)  

The ACC will expand its enhanced replay for the 2026 football season, per ESPN’s David Hale, who explains: “In addition to expanding the number of games that will include enhanced replay, the ACC will add four new cameras in the game-day operations center to allow for more ‘over the shoulder’ visibility of what officials in the replay center are seeing.” ACC Commissioner Jim Phillips: "Innovation remains a hallmark of the ACC, including being the first conference to provide enhanced replay transparency last season. Following a successful first year, we are proud to further elevate this fan-friendly initiative by bringing it to even more games in 2026. We will continue investing in technology that strengthens competitive integrity, improves operations and enhances the student-athlete and fan experience." (link

The Big Ten is expanding its plan to allow enhanced replay review insight during football broadcasts. Originally slated only for Friday games, the league initiative will now include “all football broadcasts from Big Ten venues that include Big Ten replay and on-field officials will be able to feature live audio between the game referee and replay official during reviews, alongside video of the game footage being viewed during the process and a view inside the state-of-the-art Big Ten Replay Center. This will include all conference games during the 2026 season as well as home non-conference matchups officiated by Big Ten crews.” (link)

That said, Kavalhuna still maintains it’s important for the Broncos to look ahead, not backwards: “Well, you know, I've taken some heat for this stance, but I still stand by it. Western Michigan University can't be the entity that is shaking its fist and saying we're the experts on these types of NCAA protocols. I'm saying very often to my team and to my colleagues that we reject this kind of idea that our position is that we win or somebody cheated.

Let's talk about the NCAA saying that they can't change the outcome of the game. Everything's impossible until somebody does it. So I'm glad that we're actually having this discussion because, as with any human-based system, you've got to constantly evaluate what should be improved and what should be changed. And it's always a really difficult question when you realize you're going to change some rule. Do you just do it prospectively, or do you look over your shoulder and say the person who pushed this boulder up to the top of the mountain can't be denied the benefit of pushing this boulder up to the mountain, can they? And that's a really interesting philosophical question that, frankly, I'm glad I don't have to decide." (link)

Known for his fundraising and revenue generation abilities after helping bring in $173M over the last three years at Mississippi State, Florida Atlantic AD Josh McCowan is now aiming to increase Owls’ Athletics revenue through various avenues, including events, sponsorships and ticket sales, per The Palm Beach Post’s Tom D’Angelo. McCowan: “I would say [revenue’s] more important now than ever. There's a huge emphasis right now on growing the pie, growing the pot of revenue that you can get in any bucket.” More… 

While McCowan is invested in the success of FAU’s 19 programs, he understands progress isn’t possible without a healthy budget. That’s why he plans to explore utilizing Flagler Credit Union Stadium for additional money-making events. McCowan: “From when I started, it's become more of a bottom-line business. But you operate with more and more business principles certainly than you ever have before. … What is our niche here? What can we do?. That's where our group collectively has got to kind of come together and start to get creative. And obviously, we have a different market here than what Starkville, Mississippi is. So let's maximize our market and let's take a look at that." 

McCowan believes FAU has untapped potential due to its location, past successes and current membership in the American, considered the top tier of the Group of Six. “I truly believe here you can still go out and sign some really good freshmen and mix it with really good transfers. If we know we're not going to keep everybody, but maybe we will keep some, then you mix that in with transfers wanting to come down here and you could be in a really good position. That's where every coach just has to be really good at understanding and knowing the changing landscape and how they can build their programs around it." (link

UC Riverside AD Greg Paules outlined his initial priorities six months into his tenure, highlighting facility upgrades, staffing milestones, and the men's soccer program's new Pac-12 affiliation. After joining the program from Cal State Fullerton, Paules finalized a 75-person department with 10 head coaches following the hire of Baseball HC Greg Wallis. The Highlanders recently installed safety netting at the softball field and a new video board inside the Student Recreation Center, while pursuing donor support for future batting cages and weight room renovations. Paules also helped establish the Crosstown Showdown rivalry series with Cal Baptist, an initiative backed by Riverside Mayor Patricia Lock Dawson. More from Paules…

South Dakota's helmets, which debuted last season, will read Sungmanitu, which is Lakota for Coyote, and feature a design along the top that represents the Oceti Sakowin, more commonly known as the Seven Council Fires. Members of NC State’s 1983 national championship men’s basketball team appeared before the North Carolina Supreme Court on Tuesday, arguing former student-athletes should be compensated if their university or the NCAA utilizes their NIL, such as during March Madness. While the association contends footage of the “Cardiac Pack’s” run through the NCAA Tournament is historical replay covered by copyright protections, and that any claims are barred by a long-expired statute of limitations, attorneys for the former NC State players maintain the organization uses iconic moments such as Lorenzo Charles’ buzzer-beating dunk to drive television viewership and bring in revenue. Attorney Elliott Abrams: “If the NCAA wants to show the 1983 game for the purpose of people watching the 1983 game, that's [allowed]. If they want to show the clips for the purpose of advertising anything other than showing the 1983 game, it's not.” The Cardiac Pack has lost most legal battles to date, but managed to appeal its way to the state Supreme Court — hoping to get yet another last-second win. The court is expected to issue a ruling in the coming months. (link)

A recent decision in Iowa marks 13 straight federal court victories for states against prediction markets since last August, per sports betting and gaming lawyer Daniel Wallach, who notes states have now prevailed on “36 out of 42 court rulings on preliminary injunctions, TROs, or stays/injunctions pending appeal, an 86% success rate.” (link)
