➤ Sen. Ted Cruz (R-TX) “hopes” for several votes on amendments before the Senate’s final vote this evening on the Protect College Sports Act, including a proposal from Sen. Ashley Moody (R-FL) to raise the power conference membership cap from 19 to 20 schools, per Yahoo Sports’ Ross Dellenger. Cruz also said he’s held “extensive conversations” with House Speaker Mike Johnson and that he continues to expect the House to return prior to the mid-term elections to take up the bill after Senate passage. ➤ In response to Cruz’s comments that Sen. Cory Booker (D-NJ) is “blocking” votes on PCSA amendments, Booker spokesman David Bernstein tells Dellenger that “Sen. Booker is reviewing amendments and may ask for votes on his own.” Republicans have unanimously cleared four different amendments for a vote, per Cruz: Moody (19 to 20 A4 conference cap); Sen. John Kennedy (R-LA) (cap on ticket price growth); Sen. Rand Paul (R-KY) (broad antitrust exemption); and Sen. Tim Scott (R-SC) (reporting financial investments). The Ninth Circuit Court of Appeals has set oral arguments in objectors' appeals of the order approving the House settlement for December 7, at 12:00 pm ET in San Francisco, per Boise State Assoc. Professor Sam Ehrlich, who notes: “Most objector appeals challenge the settlement's standing under Title IX.” (link)
The Big Ten has announced “the unanimous adoption of a conference rule to prohibit men’s and women’s basketball players, who have signed a professional contract with the NBA, G-League or WNBA or any team that is a member of any such league, were on a roster for an NBA, G-League or WNBA team at any point or declared for the NBA or WNBA Draft but did not withdraw or declare an intent to return to college within the required timeframe, from maintaining eligibility for athletic competition at a conference institution.” The league will continue evaluating potential rules restricting pro athletes in other sports from conference competition. UTEP has received a $29.1M commitment from GECU, the largest gift ever made to Miner Athletics and the second largest in the university’s history, to support enhancements to the Don Haskins Center and re-name the facility for the next 15 years as GECU Arena at the Don Haskins Center. The partnership will also assist with the recruitment and retention of student-athletes; in creating life skills programs; with making nutrient-dense meal plans for student-athletes; in funding staff development; and in supporting financial literacy education for UTEP students. Richmond has received the largest gift commitment in school history through a $150M pledge slated to support the university’s campaign priorities. A $50M portion of the gift will match other donors’ contributions to endowed scholarships through the Richmond Affordability Initiative, further driving the school’s efforts to expand affordability for talented students from all financial backgrounds. In addition, UR will create a series of endowments that will help recruit, recognize, and retain outstanding faculty while advancing teaching and scholarship in emerging fields. Philanthropic support will also enhance athletic facilities, attract and retain outstanding coaches and student-athletes and expand scholarship and endowment support. The announcement marks the official public phase of a philanthropic campaign that has raised over $425M. (link)
Texas State inks a long-term deal with Hays Electrical Services that includes a $10M capital commitment alongside a multi-year corporate partnership with Texas State Sports Properties, bringing the total potential value to more than $11M. As part of the largest capital projects commitment in TXST Athletics history, $8M will support construction of the recently announced University Fieldhouse, while $2M will go toward the building of the softball and baseball performance center. Vermont has received a $1.2M gift from the estate of Fred and Ann Curran that will provide the Director of Athletics Discretionary Fund with flexible resources to address leadership development for student-athletes, travel for high-level out-of-region competition, academic support and career and life skills programming, as well as emerging opportunities and needs across the department. In recognition of the longtime supporters’ philanthropy, the fund will be renamed the Fred and Ann Curran Director of Athletics Discretionary Fund. (link)
The new 50K-square foot right-field facility at Vanderbilt’s Hawkins Field is on schedule to open in February for the 2027 baseball campaign, expanding capacity with amenities including a rooftop deck and expanded food and beverage options. (link)
The Indiana Gaming Commission today unanimously rejected the NCAA’s request to ban pregame college player prop bets from its sports betting market, per Sports Betting Dime’s Robert Linnehan, who notes commission members felt restricting the market falls under the jurisdiction of the state legislature rather than regulatory oversight. This comes despite the association’s June submission of support letters from Butler, Indiana and Purdue as well as the citing of 19 other states that have enacted such bans. Indiana Gaming Commission member B.R. Lane, who spoke with gaming regulators from Missouri, Ohio and Louisiana over the last three months in preparation for the discussion, mentioned that while it’s unacceptable for a student-athlete to be harassed, there’s a larger issue at play. “I see so much criminal activity that we’ve kind of glanced over that has been discussed and uncovered today. … I don’t understand, NCAA, if the situation is as serious as you’ve made clear to us today, why you’ve not addressed it in that way. You would have all of our support, I think, in this room. We have a bigger issue here, and the legislature would be the appropriate place to address this.” (link)

ESPN’s Pete Thamel reports Alabama is “amid the process of a two-year contract extension for Athletic Director Greg Byrne, which would bring him through the 2032-33 season. The deal will be discussed by the University of Alabama system compensation committee on Monday. The Alabama system compensation committee posted today indicating they are planning to meet about Byrne’s contract. Byrne … is currently on a deal through the 2030-31 season.” (link)
As the Protect College Sports Act nears a vote, power conference executives are drafting a "Plan B" self-governance framework to enforce a hard $48.8M revenue-share limit and restrict third-party NIL deals through the College Sports Commission. Key notes…
➤ Yahoo’s Ross Dellenger reports the aim is to finalize a unified spending cap prior to the January transfer portal to curb the ongoing practice of schools exceeding the current $21.3M base soft cap via school-affiliated corporate sponsors.
➤ Dellenger also reports the CSC recently denied nearly 500 deals worth $67M over a two-month span, while clearing over 12K contracts worth $225M, drawing resistance from plaintiff attorneys protective of the original antitrust settlement terms.
➤ House plaintiffs’ attorney Steve Berman warned that conferences cannot unilaterally mandate external spending constraints without judicial and plaintiff approval: "There is no cap on the amount of NIL deals. We would not agree to change that. That would be trying to restrict competition. We wouldn't favor that."
➤ Should the leagues develop their own cap in a self-governance model, Berman warns that it's "not possible without our permission. They have to come to the table. [U.S. District Court Judge Wilken] would be very suspicious of conference-generated changes, in particular the cap." (link)
Former congressional staffer Peter Mills joined Sportico's Daniel Libit to detail his frustrations with the Senate's momentum toward passing the Protect College Sports Act, arguing the legislation undermines college athletes' collective bargaining rights by providing antitrust exemptions to the NCAA. Serving as Senator Chris Murphy's (D-CT) legislative assistant from 2018 to 2025, Mills ran point on college sports reform but grew disillusioned after a 2020 collaborative framework between Murphy and Senator Cory Booker (D-NJ) splintered over differing strategies on labor rights and the creation of a federal oversight commission. Here’s what you need to know…
➤ On Booker’s forceful opposition in recent weeks: “I think it speaks to where things are now from where they were. I think he still wants a law, but he and [Senator Richard] Blumenthal have stopped working on their bill as much, once Commerce took over, and they probably had the same feeling we had: ‘We aren’t running the ship anymore, what they are putting forward is really bad, and we aren’t even going to get credit for it.’”
➤ The decision by Booker and Blumenthal to push a bill focused on a federal commission rather than labor rights: “Whatever this bill says, it has to say something about labor rights. And they refused to include anything about labor rights because Senator Booker clearly did not believe athletes could organize. ... Every commission that is set up by industry leaders gets co-opted and is functionally meaningless. For whatever reason, [Blumenthal and Booker] were really, really set on having a commission as part of the framework. It was a big concession that we would still support this even though we really didn’t want that in there.”
➤ Advising Sen. Maria Cantwell's (D-WA) staff to avoid compromising with Republicans to pass the PCSA: "I kept emphasizing, ‘Please don’t feel the need, if you get into negotiations with Senator Cruz (R-TX), to move forward.’ I would emphasize that to them, and they seemed to agree with that, saying ‘We won’t do that.’ So, the disappointing thing is to look at the bill and say, ‘Oh, they did that.’ They gave an antitrust exemption to one of the worst antitrust violators.” (link)
Colorado State FAR and professor/Sacred Cow BBQ publisher Kyle Saunders assigned a 30-40% probability that the Protect College Sports Act will be enacted this Congress, noting the legislation faces a contentious lame-duck session when the House reconvenes on November 9. Saunders points out that House Republicans are pushing for an outright athlete employment ban and a 20% cap on international athletes, while the Congressional Black Caucus and other Democrats oppose the bill's antitrust exemptions. Saunders: "As I’ve said multiple times, this always seemed to me like, if it was going to happen, it would happen in a lame duck because it was the likely place for action on this all along. Remember though, even then and there, there’s a good chance the House doesn’t just adopt the Senate bill as is. It could fundamentally change it, which means a round of legislative ping-pong with very little time on the clock, or it could fail to find the votes at all, in which case the bill dies and we start this whole conversation over from scratch with the new Congress." This increase is in addition to the initial student ticket allocation of 3,000 which is more than double past student attendance. The 3,500 students who attended the Welcome Event at New Ryan Field earlier this week will have the first chance to claim one of the now 3,500 student tickets available on Monday September 28th while other students will have a chance to claim any remaining tickets on Tuesday September 29th.” (link)

Michigan State AD Dan Bartholomae has prioritized roster funding and revenue generation as he takes the helm of a department navigating large-scale financial projects, including the $500M reconstruction of Spartan Stadium's east side. Bartholomae says the stadium modernization remains on schedule, with major demolition slated for November 2027 and completion expected ahead of the 2029 season, as the university finalizes premium inventory commitments. MSU is also evaluating the Spartan Stadium District, a proposed public-private mixed-use real estate development featuring hotels, housing, and retail surrounding the campus athletic core. Meanwhile, Bartholomae notes that all 23 varsity programs will receive dedicated support as the department scales its NIL and overall revenue capabilities to meet the financial realities of modern college sports, adding: "My primary goal has been to put ourselves financially, whether it’s through fundraising or other means, in a position to have really competitive rosters. ... We want to be great in everything. Those programs aren’t second class, so we’re not going to treat them that way." (link, link)
Creighton AD Marcus Blossom has overhauled the athletic department's financial infrastructure during his five-year tenure, steering the $300M "Fly Together" campus renovation initiative and orchestrating succession plans for men's basketball and baseball, the OMaha World-Herald’s Jon Walker observes. Here are the goods…
➤ Department revenue metrics climbed under Blossom, highlighted by a 16% increase in overall fundraising, a 64% jump in corporate sponsorships, and a $5M boost in men's basketball revenue since 2022. Further, the Bluejays generated an additional $1.5M in revenue last season by shifting the CHI Health Center student section to add premium courtside seats, while also instituting a 6.5% competitive excellence fee on men's basketball tickets.
➤ Blossom acknowledged there is friction that accompanies pricing adjustments and other shifts but tells Walker: "I’ve heard this a lot in my time: ‘Why change anything?’ Because that couldn’t continue — not if you want to win. I felt like there were some things we needed to do differently if we were even going to achieve the same results. ... Now, the resources need to match the expectations. You can’t have those expectations change and not expect me to ask for some more money, or for ticket prices to be the same as they were in 2014." (link)

➤ The economics of the Big West not sponsoring football: "Your revenue is a little bit higher, your payouts are a little bit higher and you have a little bit more resources to work with when you have a football program and you have a football conference. So, in some respects in terms of rules and some of the different headaches that may come with running a football league, you don't have to deal with those. But there's also the flip side of that, which is sometimes the revenues aren't as high."
➤ Finding stability amid NIL and revenue-sharing changes: "If you got into this business to work with young people, to work with student-athletes … you can still do that in college athletics. ... Irrespective of how revenue sharing changes or NIL or irrespective of how any of those things spin, at the heart of it, if you're an athletic administrator, you're still doing that." (link)

ESPN's David Hale takes to his Substack to evaluate the statistical impact of penalties on college football scoring efficiency, utilizing Power Four data to conclude that offensive infractions carry minimal consequences compared to defensive flags. Drives with zero offensive penalties yielded 2.19 points per drive, dropping marginally to 2.10 with one penalty and 1.91 with two or more. In contrast, defensive penalties doubled an opponent's scoring probability, as drives with zero defensive flags allowed 1.88 points, while one flag increased the output to 3.31 points and two or more resulted in 4.65 points per drive. Hale: "In a macro sense, there’s no evidence [they] have a dramatic impact on points scored. ... A flag changes distance, but not down. The offense can call plays based on the new situation. ... Defensive penalties though? Those are a problem. ... A defensive flag effectively doubles the likelihood of the opponent scoring on that drive. Again, the reasons are obvious: Most defensive penalties are 10 or 15 yards. They come with automatic first downs. They don’t give the offense a do over. They give the offense a complete fresh set of downs.” (link)

PGA Tour CEO Brian Rolapp tells The Athletic’s Andrew Marchand he believes sports packages will have to change, with leagues tailoring their offerings to media companies rather than the other way around. “Netflix knows what they want. And Netflix has been pretty clear we want big events, we want them to be global. That’s what they’re leaning into. Christmas Day seems to be working for them on the NFL. That’s why they took a swing at the All-Star Game. That’s a lot different than saying give me 25 weeks of programming that I can rely on like the regional sports network used to have. Prediction markets operate on a fundamentally different mechanism than traditional sports betting by relying on institutional market makers rather than a single sportsbook setting the price, according to Front Office Sports' Ben Horney, who sets out to demystify the process. Firms like Susquehanna and Jump Trading, alongside the market-making arms of Kalshi, Polymarket, DraftKings and FanDuel, provide liquidity by posting bid and ask prices that allow consumers to trade out of positions without being restricted to a platform's specific cash-out offer. Robinhood VP/GM of Futures and Prediction Markets JB Mackenzie points out that a singular market maker taking the opposite side of all trades would constitute an illegal contract for difference. Put another way, to operate legally in the U.S., prediction markets cannot act as "the house." Instead, they must function as open exchanges where users trade against other users or independent institutional "market makers," ensuring the platform itself doesn't have a vested financial interest in the users losing their trades.
