The Protect College Sports Act has cleared the second of three procedural votes in the Senate after receiving 77 supportive votes yesterday, per Yahoo Sports’ Ross Dellenger. Lawmakers are reportedly targeting next Wednesday or Thursday for a final vote on the legislation. Semafor’s Burgess Everett reports Senate Majority Leader John Thune (R-SD) has “filed cloture on the amendment and the underlying bill. Without consent this will take all of next week to get through.” (link, link)
Here is the updated text of the Protect College Sports Act courtesy of Yahoo’s Ross Dellenger. House Speaker Mike Johnson (R-LA) suggested the lower chamber may defer consideration until after midterm elections, supporters including President Donald Trump and Sen. Ted Cruz (R-TX) are urging an October vote. Co-author Sen. Eric Schmitt (R-MO) framed the bill as a crucial mechanism to halt conference instability: "All we can do is try to put good policy in. All this stuff will settle down and that's kind of the point." (link, link)

➤ Dutton did not initially expect to get a co-sponsor for legislation that would have given multiple AQs to leagues with at least 12 members. “So to me, yes, it didn't pass, but if you have a membership of over 400 members and 18% of them are saying, ‘This is something that we actually think is an important thing to at least evaluate,’ I don't think that's a bad thing for us. I think we started some conversations at that convention and we started to create some awareness that some folks just did not have.”
➤ Countering the idea that the proposal would have encouraged superconferences, Dutton states the current rules encourage smaller leagues, as there is less competition for an AQ in a six-member league versus a 17-member league. On that dynamic for institutional leaders: “They're left with a little bit of an athletic conundrum of, ‘Do I stay in the smaller conference because it's better AQ access or do I surrender that so that I can be somewhere where I can save money, because I have to, and not worry about my conference folding?’ How do you pick? So I think in so many of these conversations, that's what we're doing. We're kind of in this contradictory place and it's really challenging for our ADs, for our college presidents right now, who I think are really just trying to do right by their students and make every effort to keep every campus that we can in this country open. That's the inherent end goal for all of us.”
➤ As the division is evaluating changes to eligibility: “We're in a precarious place when it comes to eligibility. I mean, I think that we really want to hang on to what Division III is and stay true to this experience. We do think it is different than Division I and Division II, and we want it to stay different. There is so much that Division III folks really love about the all-encompassing student and athlete experience. And I think we want to continue to protect that for as long and as much as we possibly can. But realistically, in the eligibility conversation, will our hand be forced to go a different route than where we're at today? Hard to say. Time will tell as we continue to progress through the litigious nature of this conversation and our own divisional assessment of how we will handle eligibility moving forward.” (link)
Bama247’s Mike Rodak highlights a notable change to the eligibility wording in the latest PCSA draft, which now includes, "serious athletic injury or medical condition" as possible exceptions to the five-year eligibility rule -- if adopted by NCAA rule, for DI and DII members. Rodak: “The previous version of the text from August did not include that clause. The NCAA's 5-for-5 rule change specifically eliminated medical (or illness) waivers that were commonplace for years. But that has been targeted already in at least one federal lawsuit. The revised text still uses the term ‘calendar year’ to define eligibility, which is commonly defined as January 1-December 31 and not aligned with ‘academic year.’ By the letter of the law as written, that would be problematic for spring sports athletes in their fifth academic year but sixth calendar year since enrollment.” (link)

The NCAA Committee on Competitive Safeguards and Medical Aspects of Sports advanced two health and safety initiatives this week by supporting ongoing substance misuse work from the Prevention and Harm Reduction Advisory Group and approving the charter for the Cardiac Advisory Group. The Harm Reduction Advisory Group will finalize a unified policy framework addressing alcohol, cannabis, and sports betting this fall, while the newly chartered cardiac unit—featuring representatives from the American Heart Association and the Sports Cardiology Society—will convene in 2027 to overhaul cardiovascular care best practices. Additionally, committee members reviewed a recent partnership with the FBI to combat cyber-enabled crimes and "sextortion" targeting student-athletes. (link)
Football remains the most popular spectator sport in the U.S. at 31%, though that figure sits at its lowest level since March 2001 (28%) due to lessened affinity among younger demographics, per a Gallup survey of 1,200 adults conducted over August 3-24. Just 20% of respondents aged 18-to-34 identified football as their preferred sport to watch, compared to 30% among those aged 35-to-54 and 38% for ages 55-and-older. Basketball remains second at 11%, down from its peak of 17% in 1997, while baseball sits at 10%. Soccer achieved its all-time poll high at 9%, placing it nearly on par with basketball and baseball. Overall, football has topped the annual measurement for 54 consecutive years since first surpassing baseball back in 1972, when 38% selected it as their preferred sport. (link)
