The U.S. Senate cleared the first procedural hurdle for the Protect College Sports Act in a 74-24 vote, initiating a four-stage voting process ahead of a targeted final chamber vote next week. Although the House of Representatives plans to break for recess, Senators Ted Cruz (R-TX) and Eric Schmitt (R-MO) expect the chamber to pass the bill before the Nov. 3 midterms, aided by outreach from President Donald Trump. Senators Ashley Moody (R-FL), Rick Scott (R-FL), Tommy Tuberville (R-AL), and Rand Paul (R-KY) cast the sole Republican votes against the measure, while Senator Cory Booker (D-NJ) opposed granting antitrust protections to the NCAA without establishing collective bargaining rights, calling the bill “unjust.” (link)
Today, Speaker Mike Johnson (R-LA) says the Protect College Sports Act would likely be taken up by the House following the midterm elections and not before as Punchbowl News’ Jake Sherman reports Thursday’s House voting schedule has now been cancelled with today serving as the legislative body’s last in session before the midterms. Sherman: “Johnson said he would try to build support for the Senate's NIL bill if it passes. He says it’s a lame duck item, most likely.” Senate Majority Leader John Thune (R-SD) says he may fill the amendment tree on the college sports bill, which would allow it to pass faster but also prevent amendment votes from senators. “We'll find out what level of cooperation we can get from Democrats. But that's an option. This has been a pretty well vetted bill through a long process, including committee markup and everything else. And I think, for the most part, with the big vote that we had last night, most people should be ready to go on it.” (link, link, link, link)
United East Commissioner Stephanie Dutton joined College.town’s Anthony Grassi to discuss the league’s recent addition of four Atlantic East members, broader membership challenges and more. Key takeaways…
➤ The United East announced a strategic partnership with the Atlantic East back in March with the goal of finding a viable pathway for both leagues to remain open. Since then, two schools departed the Atlantic East and one United East member announced it would close. Dutton: “It really put our leadership from both collective conferences at pause and to say, if we are two separate conferences, the math says that we need to shift more schools to the Atlantic East because at the time they were only projected to have four. That presents a bit of a disruptive proposition for institutions that had been aligned in the United East. So thinking about how, even though today, on this day we are 17, it doesn't mean that the volatility is over. And so not only were we trying to think of what is the best decision we can make for this moment, but also trying to forecast ahead to know there are still institutions that are having significant challenges.”
➤ On the cyclical nature of membership moves, Dutton says the conference has tried to “break the mold” of taking from another conference and others taking from the United East to create a larger, more stable conference. “We know that there can still be closures, we know there can be program eliminations, but if you don't have to worry about the existence of your conference, you have taken a significant amount of pressure off of your conference presidents and your conference members. You know that you still might have to find some creative solutions for the sports you offer, the experience you provide, but you don't have to spend every meeting talking about the actual viability of your athletic conference. That changes the game. It opens the doors to have those more strategic, creative, out-of-the-box conversations to try to make sure that student-athletes continue to have that positive experience despite what may be happening on their campus or around them.”
➤ As the conference returns to 17 full members, one of Dutton’s goals is seeing what additional services the league can support, whether that is education, programming or paying officiating fees. On scheduling: “I think for us, certainly creating a really positive championship experience for our student-athletes, which lends to that consideration of returning to a divisional model. Knowing that we do not have multiple AQs at this time, do divisional championships create some good vibes and some really positive experiences that institutions can recruit and retain to? Do they equate a second AQ? No, but everybody loves to win a championship in some capacity. So finding ways to really maximize that in a way that still makes sense and give students a really positive experience in that way is certainly something that we want to work towards.” (link)
The Stagg Bowl is officially set for Sunday, January 3 at 8PM on ESPN. D3football on the viewership implications: “Although the game is played opposite Sunday Night Football on NBC, which is not just the most-watched event in its time slot, but is the most-watched prime time television event in any week where it appears all season, the ratings for the most recent Stagg Bowl improved from the year before, as UW-River Falls' win vs. North Central was viewed by 279,000, according to the ratings folks. That's 25.6% more than the previous year's game between North Central and Mount Union, which aired on the same night and in the same time slot, and was viewed by 222,000 people.” (link)
During last month’s University of Wisconsin Board of Regents meeting, the board approved two athletic facility planning requests for the 2027-29 biennium: $5.061M for Wisconsin-Oshkosh to plan and design a replacement of the original Kolf Physical Education Center and $4.232M for Wisconsin-La Crosse to plan and design a renovation of Mitchell Hall. For UWL, the university will contribute $1.88M to the $4.232M in the upcoming biennium, with the full project to break down to $102.123M in general fund supported borrowing, $22.833M in program service revenue supported borrowing, $15M in cash and $2 in gifts. These two come ahead of both institutions seeking major funding in the 2029-31 biennium of $199.347M for Oshkosh and $141.956M for La Crosse to fund those projects. Full report. (link)
Wisconsin-Platteville has temporarily suspended the men’s cross country season as it investigates allegations of hazing and student-athlete misconduct. HC James Akita has also been placed on paid administrative leave. The Department of Homeland Security’s controversial rule eliminating the "duration of status" policy for international students was set to go into effect yesterday, capping incoming F-1 visa holders at a four-year maximum stay, regardless of whether their degree program requires additional time. U.S. District Court Judge for the District of Massachusetts F. Dennis Saylor IV postponed the rule late Monday, stating the administration failed to provide adequate time for public comments or show a connection between the rule and its national security objectives. The Federal Reserve has unanimously approved a quarter-point rate hike to between 3.75% and 4%, marking the central bank's first increase in three years, according to The Wall Street Journal’s Nick Timiraos. Led by newly confirmed Chairman Kevin Warsh, the decision signals a sharp reversal after cutting rates three times late last year to guard against a labor-market shutdown, directly undercutting White House assertions that inflation isn’t a concern. Fed officials cited sticky inflation driven by the ongoing Iran war, escalating energy costs, with diesel prices approaching record highs and crude hovering near $100 a barrel, and an AI-driven investment surge that continues to bolster economic demand. The decision leaves future policy paths flexible, though 16 out of 18 meeting participants penciled in at least one additional increase this year. In its policy statement, the rate-setting committee said “today’s policy action will support a timelier return to the committee’s 2% [inflation] goal,” citing elevated uncertainty due in part from geopolitics while omitting previous language that had attributed elevated inflation partly to supply shocks.
