➤ From Yahoo’s Ross Dellenger: “The third procedural vote on the PCSA is expected soon. … [Yesterday], Senate leaders sent to Republicans a request for unanimous consent to expedite a final vote on the PCSA and bypass procedural steps/time constraints. It failed (expected). There will likely be more attempts made over the coming days to bypass the constraints. Changes made last week to bill language (expansion provision, etc.) come with additional procedural voting steps, extending the timeline for a final vote to the end of this week (when most expect it) or even early next week. Without consent to waive procedural steps/time constraints, a (1) mandatory 30-hour wait follows [last night’s] vote; then (2) there is another procedural vote; then (3) a vote on cloture of the bill; then (4) more mandatory wait time; and then (5) a final vote. Brace yourselves.” (link)
➤ House Republicans currently have no plans to return to D.C. prior to the mid-term elections to take up a permitting bill should one pass the Senate, per Punchbowl News’ Jake Sherman. “They don't see it as a viable option to bring the chamber back at this point in the cycle. House Rs would be also wary of rubberstamping a Senate permitting bill. And with a three-vote margin, it would be very difficult to get it through. Plus, attendance issues. Could things change? Sure. But at this point, they are extraordinarily bearish about coming back.” (link)
➤ A number of notable amendments have been put forward. Semafor’s Burgess Everett: “It could take all week for the Senate to process the bipartisan college sports bill. To speed things up, Democrats want amendment votes, most notably one that would allow college athletes to collectively bargain. The amendment, from Sen. Chris Murphy (D-CT), would replace a portion of the bill that is neutral on employment status with Murphy’s College Athlete Right to Organize Act. … Murphy also has amendments that would subject coaches to the same transfer portal restrictions as athletes and protect athletes who report physical or sexual misconduct.” U.S. Sen. Cory Booker (D-NJ) has filed an amendment to the Protect College Sports Act that would cap coaching salaries at $5M a year. Yahoo Sports’ Ross Dellenger on the litany of amendments: “Most of them have little chance of being accepted.” (link, link, link - All amendments)
The DII Championships Committee is recommending the division approve $4.185M in triennial budget allocations for championships and leave $3.4M in reserve for “additional bracketing/regionalization review and future championships initiatives.” Notable line items in the $4.185M include $810K and $653K to cover regional championship travel expenses for men’s and women’s golf, respectively; $416K for streaming enhancements; $207K to increase the baseball travel party size from 30 to 32; $185K to expand the squad and travel party sizes for football postseason; $173K to increase the men’s soccer bracket by four teams and more. Notable items not recommended for implementation include $498K to add a first-round preliminary outdoor track & field competition; $254K and $128K to expand the baseball bracket by four or two teams, respectively; and $230K to extend the outdoor track & field championship from three to four days. ➤ The committee supported removing “Spring results compared to fall results” from the women’s golf selection criteria and altitude conversions for men’s and women’s track & field, starting next academic year.
➤ On stagnant women’s rowing sponsorship, as just seven of the 14 sponsoring institutions meet the championship selection requirements: “The committee discussed options to mitigate the issue, including whether seeking legislation requiring the four- and eight-person boat component to also apply for sport sponsorship would incentivize all sponsoring schools to conduct the sport at the level required for championship consideration. While the committee did not reach a conclusion on the matter during this discussion, members agreed to continue exploring options that would grow the sport or, if that proves unfeasible, to consider legislation that removes rowing from the exemption status.” (link)

West Texas A&M has received a $13.99M FEMA grant to construct a 30K square-foot emergency storm shelter on campus that would be connected to the Virgil Henson Activities Center. The space will include a cross-training space, multi-sport court and more as the university has formed exploratory committees to add wrestling as a club sport with the possibility of growing to varsity and expanding its sprit program. Bemidji State receives a $1M pledge from Trent and Beth (Buckingham) Baalke to support football scholarships, which will allow the Beavers to offer the DII maximum number of scholarships. The U.S. News & World Report’s 2027 Best Colleges rankings have been released. DII members were led by UC Merced (T-69), Colorado School of Mines (T-80), UT Dallas (T-121), Thomas Jefferson (T-133) and Michigan Tech (T-169). Overall survey participation among ranked institutions dropped to 73% (down from 79% last year). The set of ranking factors for this year’s edition had one alteration with postgraduate earnings by major replaced graduate indebtedness at 5% of the overall ranking formula. (link)
Commonwealth University is facing a $17M deficit and plans to cut 75 faculty and 100 staff FTEs by the end of this academic year. President Jeff Osgood noted the university also has around $389M in deferred facility, with $4M of the $17M gap earmarked for facilities. Osgood added that of the $100M+ in reserves when the three universities consolidated in 2022, those funds have been “completely depleted … due in large part to an overly generous scholarship strategy that we have been working to unwind.” On faculty cuts, Osgood stated that if around 50 of the retirement-age faculty decide to retire, “We would be able to essentially almost entirely avoid retrenchment of faculty.” (link)
