The Protect College Sports Act has cleared the second of three procedural votes in the Senate after receiving 77 supportive votes yesterday, per Yahoo Sports’ Ross Dellenger. Lawmakers are reportedly targeting next Wednesday or Thursday for a final vote on the legislation. Semafor’s Burgess Everett reports Senate Majority Leader John Thune (R-SD) has “filed cloture on the amendment and the underlying bill. Without consent this will take all of next week to get through.” (link, link)

Bama247’s Mike Rodak highlights a notable change to the eligibility wording in the latest PCSA draft, which now includes, "serious athletic injury or medical condition" as possible exceptions to the five-year eligibility rule -- if adopted by NCAA rule, for DI and DII members. Rodak: “The previous version of the text from August did not include that clause. The NCAA's 5-for-5 rule change specifically eliminated medical (or illness) waivers that were commonplace for years. But that has been targeted already in at least one federal lawsuit. The revised text still uses the term ‘calendar year’ to define eligibility, which is commonly defined as January 1-December 31 and not aligned with ‘academic year.’ By the letter of the law as written, that would be problematic for spring sports athletes in their fifth academic year but sixth calendar year since enrollment.” (link)

Here is the updated text of the Protect College Sports Act courtesy of Yahoo’s Ross Dellenger, which includes changes to the power conference expansion provision. House Speaker Mike Johnson (R-LA) suggested the lower chamber may defer consideration until after midterm elections, supporters including President Donald Trump and Sen. Ted Cruz (R-TX) are urging an October vote. Co-author Sen. Eric Schmitt (R-MO) framed the bill as a crucial mechanism to halt conference instability: "All we can do is try to put good policy in. All this stuff will settle down and that's kind of the point." (link, link)

University of North Carolina System leaders are considering establishing limits on institutional subsidies as intercollegiate athletics expenses continue to escalate, per WRAL News’ Brian Murphy. Student fees, campus institutional support and state sports betting tax revenue currently account for roughly 36% of funding across the system. However, reliance varies significantly between Power 4 institutions such as North Carolina (DI) ($188M FY25 budget, $15M deficit) where subsidies make up 11% of revenue, and smaller programs like Elizabeth City State ($4.1M expenses), where government and student support fund almost the entire operating budget. UNC Board of Governors: "A single board policy governs a $640M-a-year enterprise spanning Power 4 ACC football and Division II programs smaller than one coach’s salary. One size will not fit all — guardrails will need tiers, just as our programs have them." The Board will consider increasing UNC Pembroke’s athletic fee 3.5% to $848. (link, link, link)

The NCAA Committee on Competitive Safeguards and Medical Aspects of Sports advanced two health and safety initiatives this week by supporting ongoing substance misuse work from the Prevention and Harm Reduction Advisory Group and approving the charter for the Cardiac Advisory Group. The Harm Reduction Advisory Group will finalize a unified policy framework addressing alcohol, cannabis, and sports betting this fall, while the newly chartered cardiac unit—featuring representatives from the American Heart Association and the Sports Cardiology Society—will convene in 2027 to overhaul cardiovascular care best practices. Additionally, committee members reviewed a recent partnership with the FBI to combat cyber-enabled crimes and "sextortion" targeting student-athletes. (link) 

After previously facing an anticipated $8M budget deficit, Northern Michigan’s Board of Trustees approved a balanced budget thanks to targeted cost reductions and a voluntary separation program. (link)

Preliminary fall enrollment at Colorado Colorado Springs is down 4.7%, which, alongside a decrease in the number of credit hours students are taking, is projected to decrease revenue by $7.42M as the university is in the midst of a five-year plan to close a $27M+ budget gap. (link)
