The U.S. Senate cleared the first procedural hurdle for the Protect College Sports Act in a 74-24 vote, initiating a four-stage voting process ahead of a targeted final chamber vote next week. Although the House of Representatives plans to break for recess, Senators Ted Cruz (R-TX) and Eric Schmitt (R-MO) expect the chamber to pass the bill before the Nov. 3 midterms, aided by outreach from President Donald Trump. Senators Ashley Moody (R-FL), Rick Scott (R-FL), Tommy Tuberville (R-AL), and Rand Paul (R-KY) cast the sole Republican votes against the measure, while Senator Cory Booker (D-NJ) opposed granting antitrust protections to the NCAA without establishing collective bargaining rights, calling the bill “unjust.”  (link)

Today, Speaker Mike Johnson (R-LA) says the Protect College Sports Act would likely be taken up by the House following the midterm elections and not before as Punchbowl News’ Jake Sherman reports Thursday’s House voting schedule has now been cancelled with today serving as the legislative body’s last in session before the midterms. Sherman: “Johnson said he would try to build support for the Senate's NIL bill if it passes. He says it’s a lame duck item, most likely.” Senate Majority Leader John Thune (R-SD) says he may fill the amendment tree on the college sports bill, which would allow it to pass faster but also prevent amendment votes from senators. “We'll find out what level of cooperation we can get from Democrats. But that's an option. This has been a pretty well vetted bill through a long process, including committee markup and everything else. And I think, for the most part, with the big vote that we had last night, most people should be ready to go on it.” (link, link, link, link)

Christian Brothers has applied to join the NAIA and the Mid-South Conference starting in 2027-28, pending approval. CBU President Ronald Brandon: “This transition does not change the scholarship or financial aid commitments CBU has made to them. Our responsibility is to support our students well throughout this transition and to communicate openly as additional details are finalized. … It’s no secret that college athletics is going through a significant period of change. We believe this move provides a more stable foundation for the future and aligns us with a conference of similar institutions that share a strong commitment to the development of student-athletes, academic success, and meaningful opportunities for competition. Membership in the Mid-South Conference will also place CBU within a more regional competitive structure, creating the potential for a schedule that better supports the balance among academics, athletics, and campus life.” (link, link)

Georgia Gwinnett (NAIA) has received approval from the University System of Georgia to explore joining NCAA DII. Fresno Pacific has received a record $60M donation from an anonymous donor to fund scholarships, expand academic programs, build a new track & field facility and more. A federal grand jury in Columbia, SC has indicted Lamonica “Monti” Valrie for defrauding Allen, its parent organization the African Methodist Episcopal Church and others of over $6M through his business, 50 Plus 1 LLC. Valrie partnered with the university to build a football stadium at no cost to the institution in August 2023 and then secured a $3M amended deal with Allen in January 2024 to expedite the construction of a new football stadium for the 2024 season. “Valrie secured a $500,000 lump sum from AU, plus $70,000 per month from AU to expedite the construction of the stadium. The indictment further alleges that Valrie defrauded the AME Church of approximately $154,000 in other stadium related funds. No stadium was ever built. Instead, Valrie spent the funds on personal luxury purchases including exotic supercars, jewelry, luxury goods, a Yacht charter, and a high-end rental home in south Florida.” Valrie has been charged with one count of wire fraud and three counts of money laundering and faces up to 20 years in federal prison if convicted. Hawaii Pacific will add surfing as its newest sport program and begin competing in the 2027 National Scholastic Surfing Association Championship. AD Debbie Snell: “Modern surfing was born here, and until now our own athletes have had to leave home to compete at the college level. We launched women’s flag football this year, and surfing comes with that some conviction. When Hawaii high school students are already excelling at a sport, they should not have to go to another state to keep competing.” (link)

The Department of Homeland Security’s controversial rule eliminating the "duration of status" policy for international students was set to go into effect yesterday, capping incoming F-1 visa holders at a four-year maximum stay, regardless of whether their degree program requires additional time. U.S. District Court Judge for the District of Massachusetts F. Dennis Saylor IV postponed the rule late Monday, stating the administration failed to provide adequate time for public comments or show a connection between the rule and its national security objectives. The Federal Reserve has unanimously approved a quarter-point rate hike to between 3.75% and 4%, marking the central bank's first increase in three years, according to The Wall Street Journal’s Nick Timiraos. Led by newly confirmed Chairman Kevin Warsh, the decision signals a sharp reversal after cutting rates three times late last year to guard against a labor-market shutdown, directly undercutting White House assertions that inflation isn’t a concern. Fed officials cited sticky inflation driven by the ongoing Iran war, escalating energy costs, with diesel prices approaching record highs and crude hovering near $100 a barrel, and an AI-driven investment surge that continues to bolster economic demand. The decision leaves future policy paths flexible, though 16 out of 18 meeting participants penciled in at least one additional increase this year. In its policy statement, the rate-setting committee said “today’s policy action will support a timelier return to the committee’s 2% [inflation] goal,” citing elevated uncertainty due in part from geopolitics while omitting previous language that had attributed elevated inflation partly to supply shocks.
