NCAA President Charlie Baker pens an urgent call-to-action through USA Today asking for federal intervention via the Protect College Sports Act to halt the rapid legal erosion of traditional collegiate eligibility boundaries. Citing a surge of over 165 filed lawsuits since the start of 2025, Baker: “As rosters are increasingly packed with older adults and former professionals, the most obvious consequence is an unfair matchup on the field. But the longer-term impact falls on the next generation of young athletes who will be squeezed out of the system as a result. Sidelining incoming freshmen doesn’t just rob them of their roster spots or athletic scholarship opportunities — it also strips away their chance to experience the lifelong benefits of college sports. In addition, adding former professionals to rosters costs already-enrolled student-athletes valuable playing time and development opportunities during their precious years in college.” More. (link)

NCAA Lead Outside Counsel Rakesh Kilaru visited with Tulane Sports Law Program Director Gabe Feldman on the SportsWise podcast. Here are some key takeaways…

The CIAA signs a media rights deal with Urban Edge Network for a “one-year assessment period with an option to extend it for an additional three years.” This year, UEN will broadcast four regular-season football games, three hoops games and a handful of other CIAA championships that will be produced by the league and Van Wagner. The CIAA will receive a media rights fee, along with a share of advertising revenue UEN generates through its free-streaming platform. Commissioner Jacqie McWilliams Parker: “The CIAA has been intentional about building a media strategy that allows us to expand the visibility of our institutions and student-athletes while also recognizing the value of the content we own. This partnership represents another important step in that work. By bringing together the CIAA, Urban Edge Network and Van Wagner, we are creating additional pathways for our fans to experience CIAA athletics, for our institutions to receive greater exposure and for our conference to build sustainable value around our brand.” UEN CRO Hardy Pelt: “This partnership is about much more than broadcasting games. It is about ownership, technology and creating an economic infrastructure around HBCU content. We believe conferences like the CIAA should be empowered to control their media platform and the value created by their student-athletes, institutions and fans, while simultaneously having access to world-class ad technology and distribution. Our role is to provide that infrastructure and connect it directly to the brands, agencies and holding companies that want to reach this audience.” (link, link)

Senate Democrats considering a bipartisan deal to pass the Protect College Sports Act find themselves in a tricky spot, per Semafor’s Burgess Everett, who notes fractures in the Democratic coalition raise questions about the legislation’s ability to clear the narrowly divided House even if it can pass the Senate. Expectations are for Senate Democrats to conduct a conversation about the bill sometime this month. Everett: “Democrats should not assume there will be another chance to address college sports next year and should weigh the bill on its merits. If the party’s senators block this bill, Republicans may not be in a mood to start from scratch in January should they lose the House or Senate. But the political calculus is complicated: [President Donald] Trump doesn’t have many bipartisan accomplishments to brag about. He soured on the housing bill before it even became law. Given his love for sports and spectacle, I would imagine he would tout this bill loudly if it passes. Democrats must decide whether that matters to them or whether Republicans would gain a real edge from the bill passing.” (link)

Emporia State closes the east side stands at Welch Stadium, effective immediately. AD Steve Rodecap: “During a continuing evaluation of our athletic facilities, we identified some structural deficiencies on the east side of Welch Stadium that, for the safety of our fans, could no longer be delayed.” The Hornets will add portable seating for 700 and a VIP tent for up to 75 as capacity will decrease to 4,419, below the five-season per-game average of 4,533.
